This bill significantly increases the excise tax on fuel used by private jets, effective January 1, 2024. The revenue generated from this tax hike will be directed into a new trust fund. This fund is dedicated to improving air quality monitoring and expanding public transportation, particularly bus and rail services near airports and in communities disproportionately affected by pollution.
Key points
A substantial increase in the excise tax rate applied to fuel used by non-commercial aircraft (private jets).
Creation of the "Funding to Support Clean Communities Trust Fund" to receive the new tax revenue.
Funds will be used for air quality monitoring and improving public transit infrastructure, especially in underserved areas.
At least 50% of the funds must be allocated to environmental justice communities impacted by air pollution.
