Extending Pell Grants to Short-Term Workforce Training Programs.
This Act establishes the "Workforce Pell Grants" program, extending federal financial aid (Pell Grants) to short-term training programs lasting 8 to 15 weeks. Citizens gain access to funds for rapid skill acquisition in high-demand occupations, provided the programs meet strict performance standards regarding completion and job placement rates. The goal is to facilitate quick entry or re-entry into the workforce, starting with the 2024–2025 award year.
Key points
Federal Pell Grants will now cover training programs between 150 and 600 hours, reducing the financial barrier to rapid skill development.
Programs must lead to a recognized credential and demonstrate at least a 70% completion rate and a 70% job placement rate for graduates.
Program costs (tuition) are capped based on the expected earnings of graduates, protecting students from expensive, low-value courses.
Data on program completion and graduate earnings will be made publicly available on the College Scorecard, allowing citizens to make informed training choices.
