Protecting Veterans' Access to Emergency Transportation: Rate Freeze and Review.

This Act aims to protect veterans' access to specialized medical transportation (like ambulances) by freezing reimbursement rates at the January 1, 2023 level. The Secretary of Veterans Affairs can increase these rates freely, but any decrease requires a thorough review of the economic impact on the transport industry and veterans' access to care. This measure prevents arbitrary payment cuts that could limit essential transport services for veterans.
Key points
Reimbursement rates for special modes of transportation for veterans (e.g., ambulances) are frozen at the rate effective January 1, 2023.
The VA Secretary can increase rates at any time, but cannot decrease them without meeting strict requirements.
Rate decreases are only permitted after proving the change will not harm veterans' access to care and that the new rate covers actual transportation costs.
Any proposed rate decrease must involve consultation with industry experts, Veterans Service Organizations, and relevant government agencies.
