Funding for Early College High Schools and Dual Enrollment Programs

This Act aims to increase the percentage of students, especially those from low-income backgrounds, who complete a recognized postsecondary credential within the normal time. Students will gain access to free college courses while still in high school, reducing education costs. The programs will be supported by federal grants to eligible entities (educational partnerships) and states, focusing on quality standards and credit transferability.
Key points
Free College Courses: Students in funded early college programs will not be required to pay tuition or fees for postsecondary courses.
Support for Low-Income Students: Priority for grants is given to programs where at least 51% of students are from low-income backgrounds.
Funding: $250 million is authorized annually for fiscal year 2024 and the five succeeding fiscal years for grants to eligible entities and states.
Credit Transfer: Grant applications must describe how postsecondary credits earned will be transferable to other institutions within the State.
