This Act establishes a network of three National Resource Centers for Augmentative and Alternative Communication (AAC) to help millions of Americans who cannot reliably use natural speech. The goal is to eliminate discrimination and communication barriers in education, employment, and daily life by ensuring access to necessary tools and training. The centers will be governed and advised by councils composed exclusively of AAC users.
