Government Shutdown Prevention Act of 2023

This bill amends title 31, United States Code, to provide for automatic continuing appropriations for programs, projects, and activities if an appropriation Act is not enacted on time. Funding is set at 99 percent of the rate of operations from the preceding fiscal year. After the first 90 days, this rate is reduced by 1 percentage point for every subsequent 90-day period. The bill also restricts high initial rates of operation or complete distribution of appropriations at the beginning of a fiscal year.
