Farmers Authorized to Deter Black Vultures Threatening Livestock.

This law grants livestock producers and their employees the authority to capture, kill, or disperse black vultures that are harming or reasonably expected to harm their livestock. This action creates an exception to the federal Migratory Bird Treaty Act to protect agricultural production. Producers must report any such action annually to the U.S. Fish and Wildlife Service, but they are strictly prohibited from using poison.
Key points
Livestock producers and their employees are authorized to 'take' (capture, kill, or disperse) black vultures that pose a threat to their animals.
The use of poison is explicitly forbidden when attempting to deter or kill black vultures.
Producers must submit annual reports detailing any black vulture removal to the federal wildlife agency using a standardized form.
