Strengthening Industrial Control Systems Cybersecurity through Federal Competitions.

This Act aims to enhance the security of critical industrial systems (like power plants or water utilities) by modifying the rules of the federal President's Cup Cybersecurity Competitions. It mandates that at least every second competition must focus on operational technology and industrial control systems, thereby increasing the pool of experts capable of defending critical infrastructure. While the Act does not introduce new taxes or direct benefits, its goal is to improve the security and reliability of public services used by citizens.
Key points
The President's Cup Cybersecurity Competitions must regularly, at least every two years, focus on Industrial Control Systems (ICS) and Operational Technology (OT).
New competition categories are introduced, covering both offensive and defensive cyber operations in industrial systems, including anomaly detection and incident response.
The Act sets spending limits for prizes, promotion, and other competition costs, capping them at 20% of the total funds available for the competition during any fiscal year.
A Sunset clause is included, meaning the Director cannot conduct the competition after 5 years from the date of enactment, unless the authority is extended.
No new funding is authorized; the changes must be implemented using existing appropriations.
