Better Addiction Treatment in Jails and Prisons: Mandating Medication and Continuity of Care.

This Act reauthorizes and modernizes substance use disorder treatment programs within correctional facilities, mandating the use of Medication-Assisted Treatment (MAT). The goal is to improve treatment effectiveness, ensure continuity of care upon release, and enhance public safety by reducing relapse rates. The bill authorizes $40 million annually through 2029 for these programs.
Key points
Correctional facilities must now offer and expand access to evidence-based Medication-Assisted Treatment (MAT) for substance use disorders.
Mandatory training is introduced for medical staff on addiction science, withdrawal management, and continuity of care strategies.
Facilities must affiliate with external providers to ensure patients can continue their MAT prescriptions after release from incarceration.
At least 10% of state funds must be allocated to local jails, and treatment must be available to individuals awaiting trial.
