This Act aims to significantly enhance the security of EBT cards (used in the SNAP food assistance program) by mandating modern technologies like chip-enabled cards and transaction tokenization. Citizens will gain better tools to manage their accounts, including mobile applications, transaction notifications, and the ability to quickly freeze accounts in case of fraud. These changes are designed to protect benefits from theft and improve access to assistance.

States must offer digital user interfaces (including mobile applications) for account management, providing timely electronic transaction notices.

Prohibition on charging fees for EBT card replacement if due to malfunction, suspected fraud, expiration, or replacement required by new regulations.
