Economic Support and Tourism: Changes in Funding for Local and Tribal Communities
This Act aims to reauthorize Economic Development Administration (EDA) programs and increase support for communities, including by raising the federal share of project costs. It establishes a new grant program (HOST) focused on tourism, outdoor recreation, and hospitality. Furthermore, it creates an Office of Tribal Economic Development within the EDA to coordinate activities and facilitate Tribal communities' access to assistance programs.
Key points
Increased Federal Funding Share: The basic federal share for project costs is raised from 50% to 60%. For small communities (under 10,000 residents) and disaster-related grants, the share can be up to 100%.
New HOST Grants: The Hospitality and Outdoor-Recreation Supporting Tourism (HOST) grant program is established with an authorization of $100 million for each fiscal year from 2025 through 2029.
Support for Tribal Communities: An Office of Tribal Economic Development is created within the EDA to coordinate activities and help Tribal communities access programs.
Administrative and Predevelopment Costs: Administrative expenses may include costs related to the planning process, project predevelopment, and hiring professional staff.
Disaster Authorities: The Secretary is granted authority to appoint temporary personnel and establish a disaster team to carry out post-disaster recovery efforts.
