Improving Rural Obstetric Care: Training, Equipment, and Emergency Teleconsultation.

This Act aims to enhance the safety of pregnant and birthing women in rural areas lacking dedicated obstetric units. It establishes training programs for non-specialized medical staff to stabilize obstetric emergencies and safely transfer patients. Furthermore, it provides funding for essential life-saving equipment and launches a pilot teleconsultation program for rapid expert support during emergencies.
Key points
Staff Training: Healthcare practitioners in rural facilities without dedicated obstetric units will receive specialized training in managing obstetric emergencies (e.g., hemorrhage, severe hypertension).
Equipment Funding: Rural hospitals and critical access hospitals will receive grants to purchase necessary equipment and supplies for managing and stabilizing obstetric emergencies.
Teleconsultation Pilot: A pilot program will be established to provide rapid statewide or regional clinical telephone or telehealth consultations with maternal care teams for rural non-obstetric settings.
Study on Access: A study will be conducted to map maternity ward closures in rural areas and examine models for regional partnerships for obstetric care.
