Strengthening Gun Checks, Increasing Penalties, and Protecting Second Amendment Rights

It clarifies the definition of mental incompetence, requiring a judicial finding of danger before a person loses their gun rights in cases arising from Veterans Affairs administration. Furthermore, the legislation facilitates the legal interstate transport of firearms and ammunition and increases penalties for illegal purchases, boosting public safety through intensified prosecution of gun violence.

NICS System Enhancement: Federal agencies must prioritize and regularly submit relevant records, including mental health adjudications, to NICS to close background check loopholes.

Firearm Commerce Modernization: Licensed dealers are permitted to sell firearms and ammunition at temporary locations in any state.
