Easy Health Enrollment: Automatic Coverage Determination via Tax Filing.

This Act establishes a new system allowing citizens to automatically check and enroll in free health insurance affordability programs (Medicaid, CHIP, Exchange plans) when filing their annual tax return. If consent is given, tax data is used to quickly determine eligibility, and individuals may be defaulted into a zero net premium plan, significantly simplifying the process of obtaining coverage. The goal is to increase the number of insured individuals by removing bureaucratic hurdles.
Key points
Ability to automatically check eligibility for free or low-cost health insurance (Medicaid, CHIP, ACA) while filing federal income taxes.
Automatic enrollment into a zero net premium health plan if eligible and if the taxpayer does not opt out or select a different plan (requires consent for data sharing).
Streamlined verification of income and personal data using tax return information and data from other benefit programs (SNAP, TANF) to speed up eligibility decisions.
Introduction of a special enrollment period for individuals who filed a tax return and were found eligible for premium tax credits.
