Transfer of Federal Lands at Swanson and Hugh Butler Reservoirs to Nebraska Counties.
This Act authorizes the transfer of specific federal lands (cabin and concession sites) at Swanson and Hugh Butler Reservoirs in Nebraska to the local management of Hitchcock and Frontier Counties. Citizens using these areas, such as cabin owners, will deal with new local managers, but the land must continue to be used for recreation and public purposes, maintaining public access. The counties must pay the fair market value for the land and cover conveyance costs, while also assuming liability for management and potential flood damage.
Key points
Management Change: Federal lands (including cabin and concession sites) at Swanson and Hugh Butler Reservoirs will transfer from federal control to Hitchcock and Frontier Counties in Nebraska.
Use Protection: The new managers (counties) must maintain the land for substantially the same purposes, including public access, recreation, fish and wildlife habitat, or preservation of natural character.
Costs and Liability: Counties must pay the fair market value for the land (excluding improvements made by permit holders) and cover all conveyance costs. The federal government is not liable for flood damage after the transfer.
