Energy Demand Flexibility: Aggregators Allowed in Wholesale Power Markets

This Act aims to boost flexibility in electricity demand management. It allows companies (aggregators) to combine the flexible energy needs of many customers (like households and small businesses) and bid this aggregated demand into organized wholesale power markets. This means citizens might have more opportunities to save or earn money by adjusting their energy use based on market signals, potentially leading to more stable prices and better integration of clean energy.

Aggregators (companies pooling flexible customer demand) will be allowed to submit bids into organized wholesale electric markets, overriding any conflicting state prohibitions.
This change applies to customers of large utilities that distribute more than 4 million megawatt-hours annually.
The Federal Energy Regulatory Commission (FERC) is required to issue detailed rules to implement these requirements within one year.
