New Health Hubs to Combat Overdoses: Immediate Access to Treatment and Social Support.

This Act establishes a Medicaid demonstration program to fund "Health Engagement Hubs" (HEHs) to address the overdose crisis. These Hubs will provide immediate, comprehensive, and low-barrier access to substance use disorder treatment, including medication-assisted treatment and harm reduction services. The primary goal is to significantly reduce fatal overdoses in disproportionately affected communities by integrating medical care and social support.
Key points
Immediate, Walk-in Care: Hubs offer medical and social services on a drop-in basis, requiring no prior appointment or proof of payment, and are available during non-traditional hours like evenings and weekends.
Comprehensive Services: Includes harm reduction (e.g., naloxone), wound care, infectious disease testing (HIV, Hepatitis), and assistance with housing, transportation, ID, and employment counseling.
Medicaid Funding: The 2-year demonstration program in at least 10 states provides enhanced federal funding for these services for Medicaid-eligible individuals, prioritizing areas with the highest overdose death rates.
