Crow Tribe Water Rights Settlement: Funding and Infrastructure Control Changes.

This Act updates the 2010 settlement, restructuring how funds are managed for the Crow Tribe's water rights. It establishes new accounts dedicated to financing essential water and wastewater infrastructure projects, giving the Tribe full control over investment and operation. Crucially, while the Tribe gains autonomy over these projects, it also assumes full responsibility for their long-term maintenance and replacement costs.
Key points
New funding accounts (MR&I Projects Accounts) are established primarily to finance the planning, construction, and repair of water and wastewater infrastructure for domestic and municipal use.
The Crow Tribe gains full ownership and operational control over the new water infrastructure; the Federal Government is explicitly relieved of future maintenance and replacement costs.
Funding amounts will be adjusted based on construction cost inflation (indexing) to ensure the money retains its purchasing power for infrastructure development.
The timeframe related to the Yellowtail Dam project in Montana is extended from 15 years to 20 years.
