Extending Workforce Development Plans from 4 to 5 Years

The bill amends the Workforce Innovation and Opportunity Act (WIOA) to extend the duration of State and local plans from four years to five years. The changes also apply to plans for migrant and seasonal farmworker programs. Additionally, the bill adjusts the performance accountability system by changing reference periods from the 3 preceding years to the 4 preceding years.
Key points
State and local plans under WIOA will be valid for 5 years instead of the previous 4 years.
Plans for migrant and seasonal farmworker programs will also be extended to 5 years.
The performance accountability system will use data from the 4 preceding program years instead of 3 years.
