Streamlining Cybersecurity Rules: Harmonizing Federal Requirements.
This Act establishes a Harmonization Committee to align cybersecurity requirements issued by various federal regulatory agencies. The Committee is tasked with developing a regulatory framework that includes a common set of minimum requirements and a mechanism for reciprocal compliance recognition among agencies. The goal is to identify and address regulations that are overly burdensome, inconsistent, or contradictory, and to conduct pilot programs to implement this framework.
Key points
Establishment of Harmonization Committee: A new body chaired by the National Cyber Director will develop a regulatory framework to harmonize cybersecurity requirements.
Reciprocal Compliance Mechanism: The framework must include processes for one agency to recognize the assessments or findings of another agency regarding a regulated entity's compliance.
Pilot Program: Selected regulatory agencies will carry out a voluntary pilot program to implement the regulatory framework with respect to specific cybersecurity requirements.
Consultation Requirement: Regulatory agencies generally must consult with the Committee before prescribing or updating cybersecurity requirements to ensure alignment with the framework.
