Fair Standards for Foreign Medical Schools: Protecting Students and Taxpayers

This law establishes stricter, consistent eligibility rules for foreign medical schools (outside the US/Canada) to access federal student loan programs. The goal is to protect US students from high debt at low-quality institutions known for high dropout rates and poor residency match results. Schools must now demonstrate that at least 75% of their graduates pass required licensing exams.
Key points
Eliminates special exemptions (grandfather clauses) for certain foreign medical schools that previously received federal student loan funding without meeting standard quality metrics.
Foreign medical schools must achieve a minimum 75% passing rate on licensing exams (ECFMG) for their students to qualify for federal loans.
Current students at schools that lose eligibility will still be able to receive federal loans to complete their studies for up to four years after the change takes effect.
