Restricting Adversary Access to US Critical Infrastructure and Military Facilities.
This law aims to boost national security by prohibiting the use of federal funds to host visits, training, or exercises for representatives of China, Russia, and state sponsors of terrorism at US military facilities or critical transportation infrastructure (ports, airports). This ensures taxpayer money is not spent facilitating access to strategic locations for entities deemed adversarial. State and local governments or NGOs that facilitate such visits may also lose federal grants.
Key points
Federal funds are banned from being used to host representatives from China, Russia, and state sponsors of terrorism at military bases and critical transport facilities.
Federal grants will be withheld from state/local governments and NGOs that fund or facilitate private travel for these adversarial entities to access critical sites.
The President can issue a temporary waiver (maximum 5 days) only in specific, non-recurring cases deemed essential for national security.
