Summer Meals and Learning: Keeping School Libraries Open for Literacy.

This Act establishes a new federal grant program to help schools running summer meal programs keep their libraries open during the summer months. The goal is to provide students, especially those at risk of reading below grade level, with access to books and literacy activities for at least six weeks. This links nutritional support with educational opportunities during the break.
Key points
Children participating in summer lunch programs will gain access to school libraries and reading activities during the break to combat summer learning loss.
The program targets schools where at least 50% of the youngest students (pre-K through grade 3) are struggling with reading or are at risk.
The bill authorizes $5 million annually (2025-2029) to fund these local early reading programs, administered through State library agencies.
