Water Project Navigators Act: Funding Support for Drought Resilience and Water Quality.
This Act establishes the Water Project Navigators Program to provide grants and technical assistance to local communities, especially disadvantaged ones and Indian Tribes, for developing multi-benefit water projects. The goal is to enhance water supply resilience against climate impacts, improve water quality, and support ecosystem health. Citizens will benefit from better water infrastructure, increased water security, and local job creation facilitated by specialized project managers.
Key points
The Program funds 'navigators'—specialists who assist eligible entities (States, Tribes, local governments) with grant writing, project management, and technical assistance for complex water projects.
Priority is given to applications benefiting Indian Tribes, disadvantaged communities, areas with limited resources, and regions experiencing severe, long-term drought.
Multi-benefit projects must focus on increasing water efficiency, recycling, improving water quality, conserving habitats, and promoting rural economic development.
The Act authorizes $15 million annually from fiscal years 2024 through 2029 to accelerate the development and implementation of critical water infrastructure.
Federal funding can cover up to 75% of project costs, with the possibility of reducing or waiving the local cost share for Indian Tribes and disadvantaged communities.
