Mandatory Border Inspections: Within 5 years, all vehicles and trains entering the U.S. through land ports of entry must undergo non-intrusive inspections for synthetic drugs.
Cargo Screening Expansion: The goal is to non-intrusively inspect 100% of civil air and maritime cargo entering the U.S. (starting at 50% within 5 years, increasing by 10% annually).
Support for Local Law Enforcement: A grant program will be established for State, local, and Tribal law enforcement agencies to acquire advanced drug detection technology and canines.
Civil Rights Protection: All inspection activities must comply with the Fourth Amendment (protection against unreasonable searches and seizures) and must not be performed with discriminatory intent.
Public Safety Campaign: NHTSA will launch a public service announcement campaign on the dangers of driving under the influence of fentanyl and other illicit synthetic opioids.
