Denying immigration benefits to individuals who supported Hamas attacks on Israel.

This law introduces strict new immigration rules aimed at enhancing national security. Individuals who carried out, planned, financed, or otherwise facilitated the Hamas attacks against Israel starting October 7, 2023, will be deemed inadmissible to the U.S. Crucially, these individuals will be ineligible for any form of immigration relief, including asylum, effectively barring them from legal residence in the United States.
Key points
Individuals involved in the October 7, 2023, Hamas attacks are automatically deemed ineligible for visas or entry into the United States (inadmissible).
The new rules prevent these individuals from applying for asylum, protection from deportation, or any other form of immigration assistance in the U.S.
The law expands terrorist definitions in immigration law to explicitly include members and representatives of Hamas and Palestinian Islamic Jihad.
The Department of Homeland Security must report annually to Congress on the number of individuals subject to these new immigration bans.
