Ending Race and Ethnicity Preferences in US Government Contracts.

This bill eliminates all federal programs and provisions that grant contracting preferences or set-asides to businesses based on the race or ethnicity of their owners. Government agencies will be prohibited from considering race when awarding contracts, fundamentally changing the competitive landscape for all businesses seeking public funds. The goal is to establish a completely race-neutral federal procurement process.
Key points
Elimination of Preference Programs: Key sections of the Small Business Act related to businesses owned by "socially and economically disadvantaged individuals" (based on race/ethnicity) are repealed.
Explicit Prohibition: Federal agencies (civilian and defense) are explicitly forbidden from considering the race or ethnicity of business owners when granting contracts or awards.
Transportation Goals Changed: Racial and ethnic participation goals in Department of Transportation financial assistance programs are removed, maintaining preferences primarily for women-owned and HUBZone businesses.
