This Act establishes a 5-year pilot program to significantly speed up the provision of safe, temporary housing for families affected by major disasters. New manufactured or modular homes must be available within 90 days of a disaster declaration and are designed to potentially convert into permanent affordable housing later. Furthermore, affected individuals may receive financial assistance to cover closing costs when purchasing a new home using federal affordable financing.
