Establishing US Foundation for International Conservation

This Act establishes the United States Foundation for International Conservation, an independent non-profit organization, to fund the long-term management of protected areas in eligible countries with high biodiversity. The Foundation will terminate operations 10 years after becoming operational, leveraging both government and private funds to support conservation projects that also create economic opportunities for local communities. A key financial requirement is that federal grant money must be matched by at least twice the amount from non-US government sources.
Key points
New Foundation: An independent Foundation is created to direct funds toward the management of protected and conserved areas outside the US.
Mandatory Cost Matching: Amounts provided as grants must be matched by at least twice the amount from sources other than the United States Government.
Local Community Focus: Projects must demonstrate robust local community engagement and create economic opportunities, including employment and profit-sharing.
Restrictions: The Foundation is prohibited from supporting governments involved in repeated support for terrorism, gross human rights violations, or corruption.
