Improved services for human trafficking victims and trauma support for investigators

This Act improves services for human trafficking victims by establishing two new programs within Homeland Security Investigations (HSI). The Victim Assistance Program provides specialists and emergency items (food, clothing, shelter) for victims. The second program (IMPACTT) trains HSI investigators on managing trauma related to working with victims, ensuring better and more empathetic service. The Act is effective until October 1, 2030, and does not authorize additional funds.
Key points
Establishment of the Victim Assistance Program within HSI, hiring victim assistance specialists and forensic interview specialists.
The Victim Assistance Program is authorized to purchase emergency items for identified victims, including food, clothing, transportation, and temporary shelter.
Creation of the IMPACTT Program to train HSI employees on recognizing and managing secondary trauma, burnout, and critical incident stress, improving the quality of victim interaction.
The Act includes a sunset clause, meaning it will cease to have effect on October 1, 2030.
