Health Insurance Affordability: Removing Income Caps and Boosting Subsidies.

This Act significantly increases the availability and amount of health insurance subsidies under the ACA by eliminating the income cap for premium tax credits. Subsidies will now be calculated based on the cost of a more comprehensive "Gold" plan, resulting in greater financial assistance for policyholders. Eligibility for reduced out-of-pocket costs (deductibles, copays) is also expanded for lower-income individuals.
Key points
The income limit (400% of the poverty line) for receiving premium tax credits is removed, allowing higher earners to qualify if premiums are high relative to income.
Subsidies are increased by basing calculations on the cost of a "Gold" plan (better coverage) instead of a "Silver" plan.
Eligibility thresholds for reduced cost-sharing (lower deductibles and copays) are raised, benefiting individuals up to 400% of the poverty line.
The maximum amount of subsidy repayment (recapture) is capped at higher income levels (up to 800% of the poverty line).
