Mandatory Tracking and Data Transmission for High Altitude Balloons

The SOAR Act aims to enhance airspace safety by requiring continuous tracking and data transmission (altitude, location, identity) for high altitude balloons. A special Aviation Rulemaking Committee will be established to develop recommendations for new regulations, leading to changes in FAA rules. While directly affecting balloon operators, the ultimate goal is to protect all airspace users, including commercial and private flights, resulting in safer air travel for citizens.
Key points
Establishment of an Aviation Rulemaking Committee (ARC) to develop standards for continuous tracking systems for high altitude balloons.
High altitude balloons must continuously transmit their identity, altitude, and location, making this data accessible to air traffic controllers and aircraft.
The FAA is required to issue new rules based on the committee's recommendations within 180 days of receiving the report.
During the interim period (starting 2 years after enactment), balloons must meet specific transponder requirements, increasing their visibility in the aviation system.
