Establishing Civilian Cybersecurity Reserve Pilot Project for US Army Cyber Defense.

This bill establishes a four-year pilot project allowing the Army to create a Civilian Cybersecurity Reserve. The goal is to quickly hire civilian experts (up to 50 at a time) for short-term roles (up to 180 days) to support the U.S. Cyber Command in defending against malicious cyber activity. Citizens with cybersecurity expertise gain an opportunity for temporary national service, backed by strong reemployment protections upon returning to their regular jobs.
Key points
The US Army can temporarily hire civilian cybersecurity experts (up to 50 members) for periods of 180 days or less to enhance national cyber defense capabilities.
Reserve members are granted Federal employee status and receive guaranteed reemployment rights and benefit continuation upon returning to their previous employment.
The four-year pilot project aims to rapidly respond to cyber threats and address workforce shortages in critical cyber operations.
