Limiting the duration of authorizations for the use of military force to five years

This proposed amendment to the United States Constitution sets a time limit for authorizations of the use of military force outside the country. Under the proposal, if Congress has not enacted a formal declaration of war, the authorization will cease to have effect five years after enactment or on the termination date provided in the Act, whichever is earlier.
