Increased transparency in public spending: mandatory disclosure of federal program costs.
This Act mandates that government agencies and entities receiving federal funds (including local governments and grant recipients) clearly inform citizens about the exact amount of federal money allocated to a specific project. This allows citizens to easily verify the percentage and dollar amount of a program financed by their taxes, increasing oversight of public spending. A mechanism for anonymously reporting non-compliance with these transparency rules will also be established.
Key points
Mandatory cost disclosure: Any public document (excluding short communications under 280 characters) describing a federally funded project must state the percentage and dollar amount of federal funds used.
Greater spending oversight: Citizens will know exactly how much federal budget money (and how much from non-governmental sources) is spent on specific programs, projects, and activities.
Anonymous reporting of non-compliance: The Office of Management and Budget (OMB) must create a public system allowing anonymous reporting of instances where agencies or recipients fail to disclose the required cost information.
Annual compliance review: The OMB will annually review a random sample of public communications to ensure compliance with the new transparency requirements.
