Implementing Decreases in Overall Government Expenditures Act (Implementing DOGE Act)

This bill provides for across-the-board rescissions of nonsecurity discretionary spending if total annual appropriations exceed the previous fiscal year’s appropriations by more than 1%. Starting in fiscal year 2026, the excess growth percentage will be rescinded on a pro rata basis from nonsecurity discretionary appropriations.
