Disaster Relief: Easier Access to Aid Without Duplication Limits

This act makes it easier to receive disaster assistance by allowing waivers of the general prohibition on duplication of benefits. This means that affected individuals may have a better chance of receiving full compensation for losses, even if they have already received another form of aid, provided there is no waste or fraud. The act applies to disasters declared on or after January 1, 2016.
Key points
The President can waive the rule against receiving duplicate disaster benefits if it's in the public interest and won't lead to waste or fraud.
Requests for such waivers must be decided within 45 days.
Loans will not be considered duplicate assistance if all federal aid is used for disaster-related losses.
No income limits will be applied to qualify for these waivers.
FEMA will prepare reports to improve coordination and communication for disaster assistance.
