Establishing the Position of Secretary of the Coast Guard

This bill establishes the position of Secretary of the Coast Guard, appointed by the President by and with the advice and consent of the Senate. The new Secretary reports directly to the Secretary of the department in which the Coast Guard is operating, bypassing other officials. Additionally, the bill mandates that the Commandant of the Coast Guard reports directly to the Secretary of the Coast Guard.
