Ending Punitive School Discipline: New Rules for Student Support

This act aims to reduce harsh disciplinary practices in schools, such as suspensions and expulsions, which disproportionately affect minority students. It introduces new data collection requirements on discipline and provides funding for programs that foster positive school environments, preventing students from being "pushed out" of education.
Key points
Schools will be required to collect and report detailed data on suspensions, expulsions, and other disciplinary actions, disaggregated by student groups (e.g., race, gender, disability) to identify disparities.
The use of corporal punishment, seclusion, chemical and mechanical restraints, and suspensions for minor offenses like insubordination or dress code violations will be prohibited.
Grants will be available for schools to implement alternative disciplinary methods, such as mental health support, mentoring programs, and extracurricular activities, instead of exclusionary practices.
A joint task force will be established to study the causes of "pushout" for girls of color and develop recommendations to address this issue.
