Expanded Funding and Access to Family Planning Services (Title X)

This bill establishes a fund to provide funding for clinics offering family planning services under the Title X program. Over 10 years (fiscal years 2026–2035), more than $560 million annually will be allocated for services and infrastructure. It also mandates that pregnancy counseling must be non-directive, ensuring patients have the opportunity to receive information on options including prenatal care, adoption, and pregnancy termination.
Key points
Increased Funding: The Title X program will receive $512 million annually for 10 years (Fiscal Years 2026 through 2035) for family planning grants and contracts.
Infrastructure: An additional $50 million annually is allocated for the construction, renovation, and equipment of Title X clinics.
Non-Directive Counseling: Clinics must provide patients with a positive pregnancy test the opportunity to receive neutral information on options: prenatal care, adoption, and pregnancy termination.
Provider Protection: Prohibits recipients of funds from excluding entities from subaward programs for reasons other than their inability to provide Title X services.
