This law increases oversight of the U.S. Postal Service (USPS), requiring that any major changes to mail delivery (such as nationwide or regional service cuts) must first be reviewed by an independent regulatory commission. Citizens gain greater protection against sudden service deterioration, as the USPS cannot implement changes until the commission issues an opinion, and Congress has the power to block them. Implementing changes that affect daily deliveries will now require a longer process and greater transparency.
