Reauthorization and Enhancement of Small Business Innovation and Technology Programs (SBIR/STTR).

Safeguards are codified to prevent small businesses majority-owned by venture capital, hedge funds, or private equity firms from receiving awards if they are controlled by a 'covered foreign entity,' enhancing national security.
