This act introduces new rules for former members of Congress and their staff to limit their ability to immediately transition into lobbying roles. The goal is to increase transparency and reduce the influence of private interests on the legislative process, potentially impacting public trust in government.

Lifetime ban on lobbying for former Members of Congress: This means ex-senators and congressmen cannot lobby Congress on behalf of others after leaving office.
Extended lobbying ban for Congressional staff: The period during which Congressional staff cannot lobby after leaving their positions will be extended from 1 year to 6 years.
New public website for lobbyist information: An easy-to-use website, lobbyists.gov, will be created for citizens to check who is lobbying and on what issues.
Restrictions on Congress hiring former lobbyists: Congress will be prohibited from hiring individuals who were lobbyists or foreign agents and had substantial lobbying contact with a member or committee, for 6 years after their lobbying activity ceased.
Increased penalties for lobbying violations: The maximum financial penalty for violating lobbying rules will increase from $200,000 to $500,000.
