Protecting Veterans from Old, Delayed Healthcare Copayment Bills (STRIVE Act)

This law protects veterans from having to pay medical copayments if the Department of Veterans Affairs (VA) fails to notify them of the charges within two years of receiving care. It establishes a two-year deadline for the VA to issue copayment notices, shielding citizens from unexpected, retroactive debts. Additionally, the VA Secretary gains the authority to waive copayments when appropriate, even without a veteran's request.
Key points
The VA cannot collect healthcare copayments if it failed to notify the veteran of the charge within two years of the date the care was received.
Veterans are protected from large, unexpected bills, especially if the total aggregate amount owed exceeds $2,000 (this amount will be adjusted annually for inflation).
The VA Secretary is granted new, independent authority to waive copayments for veterans when deemed appropriate, without requiring a formal request.
The Act also technically extends certain limits on veteran pension payments until February 29, 2032.
