Washington, D.C. Residents Voting Act: Retrocession to Maryland
This act proposes to return most of the District of Columbia to the state of Maryland, creating a smaller "Federal District" for government buildings. Citizens residing in the retroceded areas will become Maryland residents, changing their voting rights and local laws. Those living in the new Federal District will be able to vote in federal elections in their most recent state of domicile.
Key points
Most of the District of Columbia will be returned to Maryland, meaning residents in these areas will become Maryland citizens and be subject to Maryland law.
A smaller "Federal District" will be established, encompassing key government buildings (e.g., White House, Capitol), remaining under exclusive Congressional control.
Residents of the new Federal District will lose their delegate in Congress and their vote in D.C. presidential elections, but will be permitted to vote in federal elections in their most recent state of domicile.
Services like the District of Columbia National Guard will be transferred to the Maryland National Guard.
Existing federal benefits for certain D.C. employees (e.g., retirement, civil service benefits) will be continued, and Maryland will assume some D.C. obligations.
