Strengthening international efforts against drug trafficking and human smuggling

This act expands the powers of U.S. Customs and Border Protection (CBP) to operate in foreign countries. The goal is to more effectively combat drug trafficking, human smuggling, and terrorist threats before they reach the United States. Citizens may experience increased security due to better monitoring of threats beyond national borders.
Key points
CBP will be able to conduct joint operations with foreign governments to track and deter illegal activities.
The act allows CBP to support foreign governments in monitoring, locating, and deterring drug trafficking, human smuggling, and terrorist and economic threats.
CBP will also be able to participate in humanitarian efforts, such as search and rescue, and in building law enforcement capacity abroad.
A mechanism for paying claims for damages arising from CBP operations abroad has been introduced, with a time limit for submitting claims.
