Proof of Residency Required for Overseas Civilian Voters

New rules require U.S. citizens living abroad, who are not in the military, to provide proof of a state residence to receive an absentee ballot. If they cannot, they may vote in federal elections in the District of Columbia. These changes will apply to elections held from 2026 onwards.
