Easier Port Access for Returning Citizens to Secure Jobs

This bill aims to make it easier for individuals leaving federal, state, and local prisons to obtain a Transportation Worker Identification Credential (TWIC) card, which is essential for working in secure port and vessel areas. This will increase their employment opportunities immediately after release, aiding their reintegration into society and potentially reducing recidivism. Citizens with criminal records will gain new career paths, and the economy could benefit from an expanded workforce.
Key points
TSA will develop guidelines to assist individuals in prison with pre-applying or preparing applications for TWIC cards before their release.
The appeal and waiver process for those initially deemed ineligible for TWIC cards will be streamlined.
The goal is to boost employment prospects for returning citizens in sectors requiring TWIC cards, such as maritime transport and the oil and gas industry.
