This Act strengthens the "Solid Start" program, ensuring service members receive earlier and more structured outreach from the VA before leaving the military. The changes mandate that veterans get critical information about transitional healthcare, benefits, and mental health resources well in advance of their separation. This aims to facilitate a smoother transition to civilian life and quicker access to entitled benefits.

Mandatory VA contact with service members will occur between 210 and 120 days before separation, rather than waiting until after they leave service.
During the call, veterans will receive information on transitional healthcare, the nearest VA facility, and contacts for accredited representatives assisting with disability compensation claims.
The program must coordinate with the Department of Defense to share suicide prevention resources and prioritize outreach to women veterans.
