Faster Broadband Deployment: Streamlining Telecom Infrastructure Near Railroads.

This Act aims to accelerate the construction and modification of telecommunications and broadband infrastructure, especially where it intersects with public rights-of-way and railroad corridors. By simplifying procedures and limiting fees for telecom providers, citizens can expect faster access to high-speed Internet, particularly in areas where deployment was previously challenging. The new rules introduce clear deadlines for railroads to process applications while prioritizing rail safety.
Key points
Faster Internet build-out: Telecom companies can install or modify broadband facilities faster at public right-of-way intersections with railroad corridors, requiring only notification, not a full application.
Fee limitations: Providers are not required to pay railroad carriers for placing or modifying facilities in a public right-of-way authorized by local government.
Clear rules for railroad property: For work directly on railroad rights-of-way, the carrier has 60 days to approve or deny the application. Denial is only permitted if the work substantially interferes with infrastructure or jeopardizes safety.
Dispute resolution: The Federal Communications Commission (FCC) will be the sole agency to resolve disputes between providers and railroad carriers, ensuring quick resolution (within 90 days).
