Clear rules for railroad property: For work directly on railroad rights-of-way, the carrier has 60 days to approve or deny the application. Denial is only permitted if the work substantially interferes with infrastructure or jeopardizes safety.
Dispute resolution: The Federal Communications Commission (FCC) will be the sole agency to resolve disputes between providers and railroad carriers, ensuring quick resolution (within 90 days).
